Doesn't it have to hit outside the hazard? That ball may have clipped the rocks inside of the hazard line.

Willett will drop 1. Rory has a long 2 putt for par and Bubba has about 6-7ft for par

Willett's tee shot may have found water but hit a marshall. Bubba would have been further left if it didn't hit a spectator. Of course Scott hits it to kick in on 11.. Phil needs to go out and take this tournament. The winner won't be handed this one.
